General Information
This division of engineering provides technical
guidance and enforcement support for stormwater
quality in the City of Camas. Duties include public
education, storm pond maintenance inspection,
compliance review for development plans, erosion
violation investigation and enforcement. This
section also deals with wetland impacts and protection.
Stormwater
Quality
The City of Camas uses the 1992 Stormwater Management
Manual for the Puget Sound Basin to evaluate the
design of new stormwater facilities. The design
intent is to treat stormwater using Best Management
Practices (BMP's) and detain storm water runoff
to provide a release rate equal to the undeveloped
site. (See Detention

Stormwater
Facilities
These facilities are inspected yearly by the City,
but are typically maintained by the Home Owner
Associations or commercial/industrial owners of
the property. For maintenance requirements contact

Erosion
Prevention and Sediment Control
The City of Camas uses several manuals, including
the Stormwater Management Manual for Western Washington,
Volume II, as a guide for avoiding immediate and
long-term environmental impacts due to construction.
Wetlands
The U.S. Army Corps of Engineers has the primary
responsibility for wetland permitting and enforcement
action. The Washington State Department of Ecology
(DOE) has some overlay enforcement and permitting
authority along with the Corps. The City requires
wetland studies on new developments to determine
what impacts may occur. Prior to any construction
activity, the City requires verification that
all state and federal permits have been obtained
and provides a spot check that all conditions
are followed during construction. Many times the
U.S. Army Corps of Engineers will require long
term monitoring of a mitigation site to measure
performance of the mitigation. (See Wetlands

National
Pollutant Discharge Elimination System Phase II
(NPDES)
This permit is a federal requirement and is administered
by DOE. There are two NPDES permits that may be
required by the City:
1. NPDES and Waste Discharge General permit for
Stormwater discharges associated with construction
activities (sites larger than five acres)
2. NPDES Phase II permit for separate municipal
storm sewer systems (MS4S)
Permit
#1 is used by developers and must be received
from DOE prior to plan approval by the City.
Permit
#2 has been submitted to DOE and awaits approval.
This permit requires cities to have specific measurable
goals and to meet the following six criteria:
" Public education and outreach on stormwater
impacts
" Public involvement and participation
" Illicit discharge detection and elimination
" Construction site runoff control
" Post construction stormwater management
in new developments and redevelopment
" Pollution prevention and good housekeeping
for municipal operations
DOE
will require full implementation of the programs
outlined in the permit application for each of
the above criteria within five years of DOE issuance
of the permit. Permit issuance does not coincide
with the application deadline.
Stormwater Happenings
Effective
February 16, 2007, the Department of Ecology (DOE)
issued the 2007 Western Washington Phase II Municpal
Stormwater Permit. The National Pollutant Discharge Elimination Systen from Small Municipal Separate
Storm Sewer Systems (MS4s)
is in effect until February 15, 2012.
The NPDES Ph. II Permit stems from the Federal Clean Water Act and shares its intent to restore and maintain the chemical, physical, and biological integrity of our nation's waters. It combines requirements from the Federal National Pollutant Discharge Elimination System (NPDES) Phase II Permit Program and the State of Washington Water Pollution Control Law (RCW 90.48).
PERMIT REQUIREMENTS:
There are five basic categories to the permit; public education and outreach, public involvement and participation, illicit discharge detection and elimination, the control of runoff from development, and pollution prevention.
The City must provide updates in the form of the following reports:

ILLICIT DISCHARGES
Residents are reminded that all stormwater eventually goes into streams, rivers, and lakes. For that reason, care should be taken to insure that no hazardous chemicals are dumped or spilled in the roadways or orhter places where the chemical could end up in the stormwater system This is considered an illicit discharge.

The
Stormwater System
Maintenance of the City's stormwater collection system is one of the functions of the
Street Department. Stormwater is collected from
streets in catch basins or from undeveloped roadsides
in ditches. The Street Department maintains the
system by cleaning catch basins each year, by
keeping collection lines clear of obstructions,
and by cleaning ditches as needed.
Residents
